Your telegram No. 409 (China Indemnity and Canadian Concession for Canton-Hankow Line).
Do you anticipate Nanking goverment will grant new concession to build a line, rights over which have already been conceded (see Hukuang Railway Loen Agrce... ment, 1911, also letter from Sir Charles Addis in my despatch No. 117)? If so, whole question af validity of former railway contracts and perhaps of future
of Consortium will be upon us. If not, it is no use for Mr. Lewis or anyone else to try to obtain concession which has already been granted to another
party.
